Kelly Skinner, Candidate for Eastland Memorial Hospital Board of Directors

Kelly Skinner will be running for a place on the Eastland Memorial Hospital Board of Directors on Saturday, May 6, 2023.  She has been very involved in the Eastland medical community since 1990. She is deeply committed to the local values of our area and is a seasoned professional in the medical field. 

    Kelly Skinner has lived in Eastland since 1981. She graduated from Eastland High School in 1983 and married Bobby Skinner. She and Bobby had three children, all of whom were born at Eastland Memorial Hospital. She worked as an accountant for a CPA from 1985-1990.

    In April 1990, Kelly Skinner took a job with Dr. William Oswalt, MD when he moved back to Eastland and joined the Family Health Clinic.  Her responsibilities were Medical Billing, Medical Office Management, and assisting the front desk staff.

In 2003, Dr. Oswalt passed away and Dr. DeLuca took over his staff and patients.

From 2003 to 2013, Kelly Skinner gave medical billing and coding lectures to providers during the bi-annual conventions of the Texas Osteopathic Medical Association. 

    In 2010, she started her own medical billing company: Skinner Medical Billing and Consulting, LLC. With a staff of 15 full-time employees, Skinner Medical Billing provides billing services to over 60 providers from all over Texas.  

    Kelly Skinner is knowledgeable about medical billing, coding, and the operation of a medical practice. She became a certified professional coder (CPC), certified Family Practice Coder (CFPC), and certified Medical Manager (CMM) in 2008-2009.

    With certifications, experience, and a commitment to local values, Kelly Skinner is highly qualified to hold a position on the Eastland Memorial Hospital Board of Directors. She appreciates your vote on May 6th.
